2010 - Mexican Audit by the Centro de Investigación y Docencia Económicas

The study "Métrica de Transparencia 2010", conducted by the Centro de Investigación y Docencia Económicas (Center for Economic Research and Teaching (CIDE)), presents the results of an evaluation of active and passive transparency from over 500 public entities in Mexico. The study took place between November 2009 and July 2010, and included the evaluation of 592 websites and sending 1810 information requests in the form of a user simulation.

Methodology: 

For the passive transparency evaluation a user simulation was used to send 1,810 inquiries. Detailed information was collected about access mechanisms, the management of the requests and responses, and the response times were measured.
For the active transparency evaluation, 13 variables were used to measure compliance with the publication of information required for all states ,and 6 variables aimed to measure the quality of the technological capabilities of the platforms (accessibility).
